Moulton served 29 years in law enforcement, leading the El Cajon Police Department through significant operational, staffing, and technology transformation. Today, he is the owner of Moulton Consulting Group, where he advises public sector organizations and technology companies on technology adoption, strategic planning, emergency management, and organizational leadership. He also consults for leading public safety technology companies and is a partner in CM Strategies LLC.
As agencies evaluate artificial intelligence, drones, and other advanced technologies, Moulton has become a respected advocate for thoughtful implementation that delivers measurable operational benefits while maintaining public trust.
He is a Fellow at the Future Policing Institute and a frequent contributor to Government Technology, The Hill, Police1, and Police Chief Magazine. His recent work focuses on helping public safety agencies successfully integrate AI, drones, and other emerging technologies into day-to-day operations.
Moulton holds a master’s degree in Law Enforcement and Public Safety Leadership and a bachelor’s degree in Criminal Justice. He is also a graduate of California POST Command College and PERF’s Senior Management Institute for Police.
The August 4 webcast will explore how public safety leaders can evaluate and implement emerging technologies, the challenges agencies face as AI and drone capabilities advance, and the leadership strategies needed to manage organizational change while improving service to their communities.
