German drone manufacturer Wingcopter and Ukraine’s TAF Industries have announced plans to form a joint venture focused on scaling production of reconnaissance drones for Ukraine. The two parties signed the Memorandum of Understanding (MoU) at the Munich Security Conference in the presence of representatives from both governments.
The venture aims to strengthen Ukraine’s defense resilience by relocating part of its UAV manufacturing to Germany. This move is designed to ensure production continuity under wartime conditions and to diversify industrial capacity within a secure European environment. The partnership operates under the “Build with Ukraine” initiative.
Under the agreement, TAF Industries will supply licensed designs and operational expertise for its combat-tested reconnaissance UAVs. Wingcopter will contribute engineering, manufacturing infrastructure, and its dual-use drone technology portfolio to facilitate rapid production scaling.

Partnering to Advance European Security via UAV Manufacturing
The cooperation aligns with Wingcopter’s recent expansion into the defense sector through its Wingcopter Security & Defence (WSD) division. WSD complements the company’s delivery and surveying product lines with new applications in Intelligence, Surveillance, and Reconnaissance (ISR) missions and cargo logistics.
Volodymyr Zinovskyi, CEO of TAF Industries, emphasized the partnership’s strategic importance. “This cooperation is about responsibility, resilience, and strategic growth,” he said. “Scaling the production of systems already saving lives on the frontline is a top priority.”
Wingcopter CEO and Co-Founder Tom Plümmer added, “We are proud to partner with one of Ukraine’s strongest defence tech companies to support Ukraine’s fight for freedom – at an industrial scale.”
Beyond immediate production, both companies plan to co-develop localized UAV platforms for European and NATO markets. The collaboration will bolster Europe’s defense industrial base and contribute to long-term security and technological resilience.
